Čoahkkáigeassu:The objective of this research was to propose a human talent management system for the "Idea Consulting & Services" civil society of the city of Quito, canton Quito, province of Pichincha, for the year 2017, to promote the integral development of the company, through the development of an organizational culture expressed through its structural structure and the products and services it provides to the community. Prior to the preparation of the manual proposal and human talent management system, it was necessary to know the company under study. A situational diagnosis of the organization was made, observing the main aspects related to the organizational history, both in the legal as the administrative field. In the legal part, an analysis is made regarding the legal process of constitution of the Company; and, in the administrative part, the organizational culture, expressed through the mission, vision, values, organizational principles, strategies and objectives pursued by the ICS association was observed. The organizational and functional structure of the company was also analyzed. Finally, an interview was conducted with the project manager and surveys of the company's employees, in order to establish the baseline (starting point) for the execution of the project and then carry out the proposal. The analytical, deductive and inductive methods were used, which allowed first to develop the organizational analysis of the company and to define the theoretical, conceptual and referential framework that allowed to elaborate a proposal according to the needs and organizational requirements. In addition, techniques such as direct observation, interview and the manager and surveys of company employees were used. It should be mentioned that the conclusions are based on the research and results obtained in the development and implementation of the human talent management system and the generation of methodology and technical instruments (computer applications) for the administration of the management subsystems of human talent such as: Planning the management of human talent, oriented to plan the present and future activities of the Human Talent Unit; Classification and valuation of posts, which allows to define profiles of competitive positions according to the organizational needs; Selection and Recruitment of personnel, which allows the company to be staffed by suitable personnel; Evaluation of the work performance, focused on the control and supervision of the fulfillment of goals and objectives of institution, position and person; and, Professional training which seeks to manage the development of the individual within the company.
