Shrnutí: | The State as the legal and political organization known more perfect than at present. Unit is an organic entity, legally structured in the form of a corporation, responsible for the exercise of power, in order to further the common good. This has required a set of legal rules governing the organization, functions and power of public administration in its dealings with individuals and the relationship between the bodies that comprise it, to this systematic set of principles and rules called the Administrative Law. In order to comply with the purposes of state and social needs that are oriented toward the common good, it develops a wide range of events, acts and proceedings in the work of public administration, so those manifestations of the actions public are reflected in the implementation of the Organic Law on National Public Procurement System. Considering that public procurement leads to the meeting point between the public and private, we realize that economic interests are very large so it is necessary to ensure transparency in these processes discarding the possibility of exercising corrupt practices, with the prevalence descrecional the power of a contracting entity. With the National Public Procurement System is intended to achieve the use of public procurement to stimulate domestic production, encouraging the participation of medium, small and micro enterprises in Ecuador, suggesting an agile without forgetting transparent, fair, democratic and technicians, all allow participation on equal terms to all bidders, then it is necessary to fully comply with the principles governing public procurement. |
