The research part in order to assess the activities carried out by the authorities of the Government of Sabiango parish Macara Canton regarding the elaboration of the Development Plan and Zoning, that from October 2010 becomes mandatory for all levels of government, to meet this objective, a table comparing the general guidelines for Decentralized Planning and Development Plan and Zoning Sabiango Parish Government was performed in order to describe how this elaborate planning and finally draw a picture indicators concerning the development and implementation of planning. The results were obtained from the comparative analysis between the guide planning guidelines and the Parish Plan and implemented surveys and discussion emphasizes the limitations of these levels of government by contextual factors of each country to implement new planning model Finally, based on the above;El presente trabajo denominado EVALUACIÓN DEL PLAN DE DESARROLLO Y ORDENAMIENTO TERRITORIAL DE LA PARROQUIA SABIANGO DEL CANTÓN MACARA, PROVINCIA DE LOJA, EN EL PERIODO 2011-2012, se realizó tomando en cuenta cada una de las fases del proceso investigativo, así también se cumplió con el desarrollo y presentación del trabajo que dispone el Reglamento de Régimen Académico de la Universidad Nacional de Loja. La investigación parte con el objetivo de evaluar las actividades realizadas por parte de las autoridades del Gobierno parroquial de Sabiango del cantón Macará con respecto a la elaboración del Plan de Desarrollo y Ordenamiento Territorial, que a partir de octubre del 2010 pasa a ser obligatorio para todos los niveles de Gobierno, para cumplir este objetivo se realizó un cuadro comparativo entre los lineamientos Generales para la Planificación Descentralizada y el Plan de Desarrollo y Ordenamiento Territorial del Gobierno Parroquial de Sabiango, a fin de describir como está elaborada la planificación y finalmente elaborar un cuadro de indicadores con respecto a la elaboración y cumplimiento de la planificación.
