One of the problems of the campus is not giving enough importance to Human Talent, in the sense that people are not considered to reflect the values, quality and service provided by the institution to its users; Therefore, the work environment has not been the subject of study in the entity, since it is believed that the instruments granted to employees are sufficient for an adequate performance, which generates repercussions not favorable to personal institutional purposes. For the above, it was necessary to carry out the present study, which allowed us to know how labor satisfaction influences in the work, starting from the constant changes that are made in the current moments by the Ministry of Education, and their impact on the effectiveness Of services. In order to develop a study it was fundamental to propose and fulfill a general objective such as: To propose a manual for the evaluation of the working environment in the Educational Unit "Prof. Virgilio Abarca Motesinos "of the Urdaneta Parish, Saraguro county, province of Loja for the year 2016. In order to meet the general objective, 5 specific objectives were met, which refer to the diagnosis of the entity's labor climate, tabulation and analysis Of the obtained information, establishment of the factors of satisfaction of the labor atmosphere and finally the proposal of a manual of the labor atmosphere in the institution object of study. In addition, it is important to note that for the fulfillment of the objectives, different methods and techniques were used; Among the former the deductive method was applied, which allowed the analysis of the local reality and guided the necessary bibliographical revision; The inductive method, helped the analysis from the particular approach to get a closer look at the problem of study and the descriptive method that detailed the parts of the research work, realities and characteristics for interpretive purposes. Among the techniques, the survey was used, which was applied to the 35 employees who work in the entity, and the interview technique was applied to the highest authority of the educational establishment. With the methods and techniques used, important results were obtained to make the proposal, among the most important are presented: 85.71% of staff do not feel at ease in the institution, 94.29% believe that peer relations Is not good, 82.86% have not received induction, 40% of the employees do not know the mission, vision and ideario; Regarding the remuneration, 82.86% is not satisfied because it does not respond to academic training and work experience, there is no motivation in the 71.43% of the staff, 65.71% mention that there is no team work , With regard to environmental factors, there is a nonconformity of 80%; 57.14% report that the authority of the institution does not have sufficient knowledge and capacity.
