Résumé:This research aims to contribute to the improvement of the Canton Municipal GAD Pablo Sexto, with the purpose of collaborating in research to find possible solutions to the problems identified in the institution under study. The main problem discussed in this research is that the municipal GAD Pablo Sixth canton, Province of Morona Santiago, does not have a manual job evaluation that allows charges of officials, employees and workers are valued factor temporality of the study is set for 2015. The study begins with a situational analysis in the institution. Research is of vital importance especially when it is determined that a job evaluation manual serves as a support tool for optimally managing human talent. To achieve the overall objective, the respective situation assessment of the institution in order to determine knowledge, effort, responsibility and working conditions of each post it was made. The application of the specific objectives that this subject matter to study and research focus was then performed. Information is collected for background population, geographical boundaries, geography, history and creation of the canton, institutional mission and vision, with this important information can continue with other complementary aspects for the development of the subject of study, then it was based the application of the law governing the system of classification and valuation of positions; In addition, he unveiled to the public official on the remuneration system approved by the Organic Law referred to in the Public Service. The instrument is applied to determine the skills profile of each position, as deductive methods were also used, inductive, observation techniques; interview and survey, also managed to interview Mr. Mayor and polls administrative staff, officers and employees of the municipal institution was performed. With the development of the basic concepts applied method points for being a method that provides adequate information to formulate ordered, organized and flexible processes. Surveys all the staff in every position in it could be verified that there are a number of 83 people, including officers, employees and workers at this institution was performed. With the data obtained through interviews and surveys municipal staff, we proceed to develop the profile of each position can appreciate the same from No. 32 to No. 76 box frame. We continue with the allocation of points to the factors and sub factors proposed, while the weighting, weight and value to existing positions held, as are 45 posts types existing in the institution. Then we look at the No. 77 A summary table valuation of jobs in the same table existing posts, and the score obtained by each valued position is clearly spelled out. We continue with the following No. 78 box where job classification levels by score, which includes levels, job, range weighted score and finally the score assigned to the position shown. Having done the research work and have met the objectives it finally concludes with the socialization of job evaluation manual with the human talent of the institution, to be reviewed, approved and implemented.
