“El Gobierno Abierto como instrumento de transparencia en los GADS cantonales de la provincia de El Oro, año 2022”

Open Government has become a fundamental pillar for the management of transparency within public sector institutions. For this reason, this research work is aimed at determining compliance with the components of information transparency within the cantonal Decentralized Autonomous Governments of the province of El Oro, compared to the current situation of each one of them. In order to achieve this purpose, it was necessary to identify the components of transparency within the Decentralized Autonomous Governments and verify whether they comply with the framework of current regulations, to finally propose a website, in which the institutions involve citizens in decision-making and comply with the standards included in the Second Open Government Action Plan. The research was developed from a qualitative approach, using techniques such as observation templates from the Ombudsman's Office and interviews with public servants. The data obtained revealed that the Decentralized Autonomous Governments in terms of compliance with the Organic Law of Transparency and Public Information obtained an overall score of 56.96% in the dissemination of public information within the web portals, it is important to note that the Decentralized Autonomous Governments of Zaruma, Huaquillas, Arenillas and Atahualpa obtained a score of 0% since their web portal is not updated.
