However the main idea is not to compete with large existing solutions in the market; but it is perceptible as this led to cost is a primary agent in small local institutions, educational and research centers, small businesses, etc., and the high level of training is needed; GIS's free tools are being presented as the best option. As also shown in our city this factor and trying to solve, in a way, with feasible aid to society, it was considered aim to develop a GIS application for characterization and hydrological analysis of the Upper River Basin Zamora in Hoya Loja supported by the Integrated Environmental Geomatics Center for purposes of planning for decision-making professionals involved in the hydrological field For application development work was done on one of the free GIS tools for desktop, as is MapWindow which has a OCX component for IT developers that allows programming to user needs using the C # language of the Visual Studio platform. Net. As well as storing important data for hydrological analysis in a solvent-based data like MySql.

As well as storing important data for hydrological analysis in a solvent-based data like MySql.En la actualidad el avance de la tecnología en lo que respecta al manejo de Sistemas de Información Geográficos, ha evidenciado la creación de nuevas iniciativas dirigidas al desarrollo de aplicaciones SIG informáticas en entorno libre, que pretenden ser una alternativa viable a programas comerciales. No obstante la idea principal no se trata de competir con las grandes soluciones informáticas existentes en el mercado; pero es perceptible cuanto esta dirigida al coste que es un agente primordial en pequeños instituciones locales, centros educativos e investigativos, pequeñas empresas, etc., y el alto nivel de entrenamiento que se necesita; las herramientas SIG’s libres se están presentando como la mejor opción. Al ser evidenciado también en nuestra ciudad dicho factor y tratando de resolver, en cierta forma, con ayudas factibles para la sociedad, se consideró como objetivo desarrollar una aplicación SIG para la caracterización y análisis hidrológico de la Cuenca Superior del Río Zamora en la Hoya de Loja con el apoyo del Centro Integrado de Geomática Ambiental, con fines de planeación para la toma de decisiones de profesionales vinculados en el ámbito hidrológico Para el desarrollo de la aplicación se trabajó en una de las herramientas SIG libres para escritorio, como lo es MapWindow el cual dispone de un componente OCX para desarrolladores informáticos que permite programar a las necesidades del usuario utilizando el lenguaje C# de la plataforma Visual Studio .Net.
