Summary:The implementation of this project focused on "Contributing with society in the construction of effective solutions, applying the mechanisms of citizen participation, according to the realities of each locality", which was contributed by the project of linkage with society "Participatory Neighborhood Solutions" of the career of Public Administration of the National University of Loja, with the purpose of addressing the needs of the inhabitants, especially promoting citizen participation, working closely with the neighborhood "Los Huilcos" of Vilcabamba, canton and province of Loja, in the identification of problems through collective diagnosis, as well as in the design of appropriate solutions to address them. To reach the objectives, a mixed methodology was used, combining quantitative and qualitative approaches; observation sheets, surveys, interviews and focus groups were used to collect relevant data. To reach the objectives specific, tools were applied to identify the main needs that impact the residents of the "Los Huilcos" neighborhood; these social problems were validated by the community through a problem matrix and it was determined that one of the most significant challenges, and still unresolved, was the inefficient garbage collection service. Subsequently, a tree of problems and objectives was drawn up. In addition, training was provided on citizen participation mechanisms to empower citizens and promote active participation in the solution of neighborhood problems. Finally, a plan of action was developed that included specific proposals, activities, people in charge and timetables to address this problem, which was delivered to the neighborhood president in order to solve the problem and minimize the inefficient garbage collection service.
