總結:The present research called "CITIZEN PARTICIPATION IN DECISION MAKING OF THE DECENTRALIZED AUTONOMOUS GOVERNMENT OF PUYANGO CANTON, PERIOD 2020-2021" was developed under the guidelines established in the academic regime and the career of Public Administration of the National University of Loja and in compliance with the phases determined in the research processes. The theoretical framework is nourished with fundamentals on participation as well as its importance and its origin on the other hand also the forms of participation and its concepts in addition to the mechanisms of citizen participation contemplated in the Organic Law of Citizen Participation as well as Arnstein's ladder of participation as a fundamental basis of the theories for the research, On the other hand, everything corresponding to the Canton Puyango as well as what concerns the Municipal Autonomous Government and its different attributions, competencies and fundamental principles within the Public Administration for the good management of public resources, in addition to the current regulations that guarantee citizen participation in the territorial level of study, thus analyzing the incidence of citizen participation in decision making in the Canton Puyango. It also aims to establish the Citizen Participation in the decision making of the Municipal Decentralized Autonomous Government of Canton Puyango, period 2020-2021, this study period is made up of the entire year 2020 until July 2021, with the fundamental idea of determining the incidence of participation using Arnstein's ladder of participation which has steps that go from the lowest as people who provide information to the highest when the citizen is more empowered in his participation and is an active part of the decision making process as well as the legal regulations in force for citizen participation at different levels of government. 5 In this way, the research has a mixed approach since we use a quantitative approach to collect and analyze information from the population sample of the canton, as well as the qualitative approach that allows us to analyze the information provided by the authorities of the GADM of Puyango, within the population sample we used the population between 18 and 65 years of age, as well as the use of the Arnstein's ladder of citizen participation that allowed us to determine the incidence of citizen participation. The same is null given that during the study period only the empty chair mechanism was used, this being the only one of the mechanisms used, that is, out of all the different mechanisms, only one was used. On the other hand, the scarce participation of citizens in decision making is evident, although there is knowledge of the mechanisms but such knowledge is superficial; however, they consider that their participation is important but they are reluctant to participate due to factors such as lack of interest, lack of participation spaces, discontent with authorities, and other additional factors.
