It was created in 2003 and currently has 62 employees, offices dl matrix building located in the city of Ambato this thesis project called "PROPOSAL FOR A MANUAL FUNCTIONS COMPETENCE, VALUATION OF POSITIONS AND REGULATIONS DEVELOPED ADMISSION AND EMPLOYMENT IN THE CREDIT UNION CHIBULEO CITY AMBATO ", where the overall objective is:" to design a proposal for a manual of functions competency, Valuation of posts and Regulation of admission and employment in the Cooperative savings and Credit Chibuleo city of Ambato, with the aim of improving the organizational structure of the institution ", in order to contribute to the significant improvement of personnel management that allows to improve levels of responsiveness of human talent. To achieve compliance with the stated objective methods and research techniques was used as they are, the descriptive method the same that helped to describe the actual situation in which crossed the credit union also allowed us to establish real conclusions and precise recommendations would provide a viable attempted solution to the problems described. The historical method was used to draft the evolution of the institution from its inception to the present, in order to perform an analysis of the traceability of the Cooperative. Among the techniques used are research survey and interview; The survey was conducted at 62 domestic customers by the parent institution building, in order to define roles, establishing lines of authority, and existing posts. The interview was conducted by the Head of Talent to determine those implemented in the COAC on Human talent management systems. For analysis of data collected once the same as tabulated were represented in dynamic and graphic charts to a better understanding of the information collected. Which allowed for the proposed manual functions; this manual helped in evaluating positions through the use of mathematical and statistical techniques allowed to determine the most appropriate to the activities and functions performed by the employees’ wages. Rules for admission and employment through research dictate "ORGANIC LAW WORK FOR JUSTICE AND RECOGNITION OF WORK AT HOME".
