| সংক্ষিপ্ত: | This study examines the effects of El Buen Pastor radio on community engagement and advancement in the Saraguro canton. The research stems from the need to understand how community media contribute to citizen participation scenarios for the development of a community. The main objective is to analyze the influence that El Buen Pastor community radio has on citizen participation for local development in the Saraguro canton. The methodology applied has a mixed approach, using tools such as surveys, interviews and observation sheets, which allowed a holistic understanding by systematically collecting, interpreting and analyzing a variety of data. Thus, references were collected from 162 survey participants, 61% of whom stated that they were aware of the existence of community media in the canton, indicating that residents are aware of the resources available to encourage citizen participation. However, only 35% identify El Buen Pastor as a community radio station. However, 31% of respondents stated that they never listen to the radio, while 41% maintain that they do so occasionally. In this context, the radio station faces significant difficulties in maintaining a regular audience, which limits its influence on citizen participation; in addition, it was found that it is not recognized or identified by a significant number of listeners. Although the study ratifies the importance of local radio as a catalyst for local participation and long-term progress in rural areas, however, it is concluded that in the case of El Buen Pastor radio its programming grid is not connected to the needs and preferences of the canton it serves, nor is it empowered in the citizenry, which prevents it from generating efficient citizen participation.
