Resumo:Within this research entitled "POWERS CANTONAL JOINTS, TO PROTECT THE RIGHTS OF CHILDREN AND TEENS AGAINST THE TRADE, OR DRUG DISPENSING" comes to safeguarding the rights of children and adolescents the same that are currently protected as overriding interest, and priority by our government. In many cases the children, do not have parents, guardians, curators or guardians, to protect them embrace or care, why criminal groups and gangs, taking into account that children are easy to use, for their inimputables condition, use them for the sale, consumption and trade of drugs. Today our state is guarantor of the protection of the rights of children and adolescents, guaranteeing the rights established in the Constitution, such as the right to life, to moral development, and comprehensive, to the effect set plans and programs to protect children's rights. All institutions that protect the rights of children and adolescents should ensure the common good, and above all protect the rights of children and adolescents, Cantonal Boards perform administrative protection of such rights, together making procedures with DINAPEN, and government agencies in favor of the rights of children and adolescents. 5 Currently not assume a direct role in the protection of minors, when they do not have parents or legal representatives against the retailing, consumption, or trade of narcotic or psychotropic substances, which leads to the infringement of the rights of children, and adolescents. The private prosecution, one can directly propose the victim, if the child's legal representative; why, boards cantonal must assume the powers, which in criminal procedure arises from the law, so that this body proposes private prosecution in cases where it involves a minor in sales marketing, sale, or consumption of narcotic drugs and psychotropic substances.
