| Samenvatting: | The thesis entitled "Ministerial Agreement 151 "Regulation of the Recruitment Process and Selection Process of applicants for police officers" in relation to people with different abilities" explores the problem of discrimination and violation of rights towards people with disabilities in Ecuador. Through an exhaustive analysis of the current regulations, it examines how Ministerial Agreement 151, specifically its article 45, numeral 18, establishes restrictions that can be considered unconstitutional by excluding people with different abilities from the possibility of entering the police career. The research focuses on determining whether there is a violation of constitutional rights, such as the right to equality, non-discrimination and access to work, due to the requirement of not having a disability card to be considered in the police recruitment process. Key concepts such as "different abilities", "discrimination" and "affirmative action" are addressed, highlighting the need for an inclusive approach that promotes equal opportunities. The implications of these regulations in the Ecuadorian legal context are also explored, supported by the Constitution of the Republic of Ecuador, the Organic Law on Disabilities and other international treaties. The work also analyzes the role of the National Police as a public institution that must reflect the principles of equality and social justice, and proposes reforms to the regulations to ensure a more inclusive and respectful selection process of human rights. The results obtained from surveys and interviews with users and experts on the subject show the urgency of implementing reforms that guarantee a fair and accessible selection process. This work not only seeks to contribute to the development of a more inclusive regulatory framework, but also to raise awareness in society about the importance of diversity in the workplace. Finally, the possible social and legal impacts of the current regulations are discussed and the need for legislative changes to eliminate any form of discrimination against people with disabilities in the field of police recruitment is justified.
