Incidencia distributiva del gasto público en el sector educación en Ecuador en el periodo 1995-2006

In Ecuador education spending in the state is an important area, however, the same coverage is not adequate , since there is a noticeable gap in access to educational services among households , focusing this problem specially in the level higher education , with the lower income strata , who are disadvantaged with respect to this service. Faced with this problem this research was the subject of " IMPACT DISTRIBUTION OF PUBLIC EXPENDITURE ON EDUCATION SECTOR IN ECUADOR IN THE PERIOD 1995-2006 " which is done at a national level and Southern Region. The overall objective of this research was: To contribute to the knowledge of reality about spending in the education sector in Ecuador, through the analysis of benefit incidence, thus determining the escalation and contributing with information for better allocation of public spending. The methodology proposed by Peter Glick method and the graphical method of Lorenz curves are used to demonstrate the degree of concentration of spending in different deciles of the population. The overall conclusion of the study of incidence of public spending on education is primary, pro - poor at the national level, concentrating over 50 % profit in 40% of the poor , high school is progressive and almost equidistribuido Superior level has a behavior does not pro - poor and focusing on the highest levels for 60% of all public expenditure , these results are similar both nationally and Southern Region.
