Pero se debe destacar que estas leyes deben estar acordes a las necesidades reales de todos los ciudadanos; es decir velar porque el cumplimiento de las mismas no atente con lo contenido en el marco del buen vivir de la Constitución. Es por estas indicaciones que se analiza la necesidad de reformar el artículo 556 del Código Orgánico de Organización Territorial, Autonomía y Descentralización, COOTAD ya que el porcentaje actual de cobro vulnera los derechos inalienables que como habitantes de este país tenemos. Es por todas estas razones que es de gran importancia reconocer los derechos que se tiene y más aún estar en capacidad de plantear reformas a los reglamentos que lo necesiten. Ya que esta normativa es aplicada según las necesidades de cada provincia y/o ciudad se tiene que hacer una revisión para que el cobro de este impuesto se haga de forma equitativa en toda el área que comprende el Ecuador.
