Shrnutí:At present the institutions of the State have a number of drawbacks that prevent their development and operation, government laws, the economy and the high competitiveness that exists in the market that are most important, so that directors are in the obligation to investigate the means and strategies necessary for the proper performance of their institution. The development of this work make the diagnosis and proposal of a manual classification, job evaluation and regulation of recruitment for the Provincial Council of the Judiciary in the province of Sucumbíos 2015, due to interest in trying to a possible solution to the problems identified in the institution under study in this research. To make the respective situational analysis, the respective overall objective as make the diagnosis and proposal of a manual classification, job evaluation and regulation of recruitment for the Provincial Council of the Judiciary in the province of Sucumbíos was raised. With the application of scientific methods: explanatory, deductive, inductive, thus an analysis to twenty-four officials of the Judicial Council of the processing units Rulers, Process Adjective Advisory Processes Adjective Support and Processes performed substantive Council of the Judiciary Sucumbíos. The work has required technical data collection such as field observation, literature review, review of regulations, manual functions, strategic plan Judicial Council, and is also relevant to an assessment of performance competency, using indicators management position held each official. After the collected information the proposal to the administrative processes of human talent of the institution, for it was initially carried out an institutional context, presents the administrative structure is defined, classification levels and positions with the functional structure is made; further it proposes the occupational group and analysis of charges is made. Finally the articulated Regulations for the Admission and Employment arises in the institution.
