Izvleček:This research work entitled "ADMINISTRATIVE PROCESS HUMAN RESOURCE MANAGEMENT, FIRE DEPARTMENT IN THE CITY Catacocha" main objective is the study of human talent, based on the administrative process. The following research work has as main goal the development of a model of Human Resource Management, and the diagnosis of the internal and external situation of the institution. This research aims to provide the human resources of the institution, a diagnosis of its management according to the administrative process of planning, organization, direction and control, so that appropriate corrections are made under the agreement and that these help generate greater efficiency and effectiveness in its administrative process, to reach towards a better performance, leading to good citizenship Paltense service. In terms of methodology, we used data collection instruments (interviews and surveys), to disclose the information and whose purpose was to determine the administrative process of talent management in the organization, the descriptive study, diagnosis and field to identify potential problems that the institution has been considering the theoretical basis that reinforce the identification of the elements for the progression of the study. From the information obtained allowed the diagnosis of the institution, among the important results are: 87.50% the staff would immediately hired by permission of Mr. €Mayor, without making a selection process by 75%, the ignorance of their duties, causing inaccuracy, lack of efficiency and skill in the performance of their tasks, without agreeing with their pay (87.50%), conflicts are at a 87.50%, lack of mission and vision (75%), without applying technical and administrative procedures (100%), which leads to the incorrect administration of the institution. Of the suggested themes are: that users are familiar with the service provided by the institution in a 95.65% satisfaction citizenship for care provided by employees with a rating Good (63.64%), while infrastructure (47.73%), calling it good, so that the place is small and not in a good state. In addition, unknown citizenship mission and vision in a 90.91%. The administrative process is developed empirically by Chief Mayor, ignorance, lack of academic study in this area, despite this the staff provide good service to the community Paltense. The Fire Department has no body, mission, vision, organizational structural and functional detail where the hierarchical levels and staff functions. Similarly, the institution does not have the Welcome Manual, User Roles and Security Manual for comfort and better development of their employees in their jobs. From the foregoing, information of vital importance, allowed developing the proposal, determining the mission, vision, organizational structure and function, Welcome Booklet, Manual Functions and Safety Manual, all structured as follows in the model Human Resource Management: the incorporation of personnel in relation to recruitment through advertising, selection and implementation of evidence by the respective procurement contract; induction or placement through delivery Welcome Booklet; modeling work by Functions Manual detailing the respective roles, responsibilities, requirements of each position, training with the Training Manual which will update their knowledge and education of employees, which will identify their strengths and weaknesses, and try to solve them, and the safety and health with the delivery of the Security Manual that will help prevent accidents. Respective conclusions are drawn, where the institution does not perform a proper study administrative process of Human Resource Management, why he easily demotivated staff, not having a clear understanding of their duties, due to the lack of a Functions Manual, User Welcome and Security, and finally the concise recommendations from the research analysis. The literature discloses the name of each of the authors who helped to strengthen the review of literature, research support annexes, in which are the interview and surveys of the Institution and Catacocha citizenship.
