Тойм:This research was developed with the purpose of determining the contribution of the regulations in the institutional framework of the Popular and Solidarity Financial System entities in the province of Loja, in order to measure the effects and contribution of this system to financial inclusion, the methodology used was descriptive, The methodology used was descriptive, the survey technique was applied to the administrators of the Savings Banks and Savings and Credit Cooperatives to obtain data on the financial and non-financial services that these institutions provide to citizens, as well as the analysis of databases, from which information was obtained on the number of institutions with their main domicile in the province of Loja, their geographic location, the legal status and the changes generated from 2013 to the present, also an analysis of the behavior of the GVA of the last 14 years of the agricultural and financial activities in the cantons with incidence of the Popular and Solidarity Financial System is presented, all this allowed to determine that the regulations strengthen large institutions, However, this sector in general presents a very significant contribution to financial inclusion due to its presence in the most remote and historically excluded territories, since it is evident that in the rural sector there is almost no presence of traditional banking.
