Summary:The Strategic Plan for Tourism Development has earned a place in the middle, becoming an essential tool for both natural and cultural tourism resources in different populations persevere, besides being a vital step in the way of progress, and which it generates a significant contribution to the social, economic, tourist and productive development of each sector. Ecuador is a tourist agency that has consolidated in recent years, part of its population, customs and wildlife, plant resources and others are the main promoters to be considered as a tourist destination, including in a corner of the Amazon is Palanda canton province of Zamora Chinchipe, at 1,200 meters above sea level in the bank of the river Mayo-Chinchipe, which originated for being a place of rest and crossing chinchipe river during passenger traffic on the old road that connected Zumba with Loja, to Valladolid, has a wealth of attractions that travel along its rural and urban parishes. One of the biggest disadvantages of this canton is the poor distribution of such attractive generating ignorance of Ecuadorians and tourists visiting is why when considering the importance and relevance with these destinations has been deemed appropriate to contribute with alternative solutions for that matter, and it has developed a strategic plan for tourism development in order to provide options where tourists can see the most outstanding natural attractions, enjoy and admire the scenic beauty that provide them, which is achieved providing better socioeconomic status of the population and contribute to tourism development in the county, the province and the country in general. This "Strategic Tourism Development Palanda Canton province of Zamora Chinchipe Plan" project is a proposal that aims to develop strategies for promoting tourism potential has Canton, design and implementation of it will contribute to raising awareness of the community about its natural assets it owns. The overall objective of this project is to develop a Strategic Plan for Tourism Development Palanda Canton province of Zamora Chinchipe for which three specific objectives were established consisting of: Conduct a situational analysis of the tourist attractions of Canton Palanda, formulate the Plan strategic Tourism Development for the canton Palanda province Zamora Chinchipe and Socialize the strategic Plan for Tourism Development Palanda Canton, Zamora Chinchipe province, to the competent authorities, residents and tourism sector Servers. To fulfill these objectives different methods such as the scientist who served as the basis for finding different concepts, laws and studies that were part of the literature review were applied, the descriptive method that allowed describing the current situation of the environment and its impact on the canton is as an opportunity or a threat, the mathematical method - analytical which allowed diagnosing the internal situation in Palanda, highlighting their strengths and 6 weaknesses, the synthetic method which facilitated the planning and reconstruction of results that provided the basis for the construction of high-impact matrix which strategies to implement the strategic plan, inductive and deductive method by which the strategic plan developed by identifying the benefits proposed to be applied in the field were determined. In addition it was important to use techniques such as direct observation that was used during the survey in the sector recognizing the current situation of the canton, its attractions, services and tourism sector entities, the interview conducted by Ing. Jasbek Trojan responsible for canton Tourism unit in order to obtain a database of tourism supply and demand, and the current tourism promotion, the survey was applied to a sample of 368 of the 9141 inhabitants of the canton Palanda according to information from INEC (2014), with which information about the assessment that give attractions and the importance of tourism in their daily lives was obtained. In the results of the research are presented in detail each of the analyzes carried out as described: The situation assessment attractions was performed by analyzing the external environment highlighting the incidence of the political, legal, economic, social, technological, environmental and productive environment in the canton Palanda, where stands out as major opportunities for government support through agencies that regulate tourism activities, low rates of interest for the sector, diversity of activities, increase of entrepreneurs in the sector, and between threats are the lack of knowledge of tourism, lack of incentive for people, increased wildfires, breach of environmental laws, among others. In contrast to the analysis of the internal environment of the canton the situation in relation to their social, cultural, economic, natural and tourist aspects were also recognized a detailed description of its attractions, tabulation of surveys and interviews is presented and applied identifying the main strengths are the excellent geographical location that generates a good climate, different ecosystems, species of flora and fauna and natural attractions; while their weaknesses are lack of training for those involved in tourism, poor organization, inadequate signage, lack of tourism management and communication, among others. With these results the proposed Strategic Plan for the canton, its main points is the design of a mission, vision, values and policies are introduced; and the development of activities to be held in each strategic goal presented as: Implement a Plan advertising and tourism promotion, signage Develop designs for admission to tourist attractions and offer a training program for those involved in tourist activities Palanda. Once culminated the results and completed the proposal socialization of the Strategic Plan was carried out before the main tourism authorities, indicating the main points and improvement options in search of an entity to recognize the natural wealth that provides the canton and implement the raised strategies 7 which generate greater tourist diffusion and thus contribute to the socio-cultural and socio-economic development of the county. Upon completion of the research work was reached the main conclusions are: Biodiversity Canton generated which becomes a potential area for the operation of its various attractions, lack of tourism infrastructure is recognized for tourists, too the diversity of activities that can be performed as well as the different forms of tourism which is considered as the Biological Reserve Palanda South was observed. Finally they raised the recommendations are to improve tourism demand and minimize the problems by engaging relevant public institutions and the people of Canton, to work together for the development of tourism through the care, management and exploitation of corecta He is obtaining resources to improve the economy and quality of life sector.
