Tóm tắt:The work is done in the face of the need to improve the current operation of the Municipal GAD of Macará, which is aimed at a better functioning and attention to the management of the Municipal GAD of Macará, hence the importance of carrying out the topic of thesis Entitled: "PROPOSAL OF A MANUAL FOR CLASSIFICATION OF POSTS, VALUATION OF POSTS AND A REGULATION OF ADMISSION AND EMPLOYMENT FOR THE HUMAN TALENT OF THE AUTONOMOUS GOVERNMENT OF CANTON MACARÁ, PROVINCE OF SHOP FOR THE YEAR 2017", of the work done determines that the Current organic manual is not in line with the number of officials and processes currently underway in the Municipal GAD of Macará. The interest that develops in the investigation is given when developing the manual of valuation of positions in such a way that allows the work based on functions and processes of the management of the human talent, as well as to maintain an adequate control of the personnel that performs in The Municipal GAD of Macará. Among the objectives developed is the development of the new organic structure of the Municipal GAD, which is designed according to the guidelines established for Public Management, thus defining the line of authority to be maintained in the development of activities. One of the objectives is to establish the minimum activities for each of the functions established for the Municipal GAD of Macara, to carry out the activities and fulfill the mission of the same. On the other hand the proposal seeks to establish the lines of location that facilitate the work according to the order and priorities in such a way that information flows from the decision levels to the operational level reciprocally. Also, another objective allowed the preparation of the manual of classification and valuation of posts establishing the appropriate way to carry out the recruitment of personnel based on the regulation of selection of personnel that will be applied in all types of contracts. The current structure of the Autonomous Government Decentralized Macará is based on the following: 7 departments that develop governance processes; 5 advisory departments; 4 functional support departments and 9 operating departments where the value chain of municipal management is located. Finally, 67 type positions were established in the GAD of Macará, from which the weighting factor could be determined, the new salaries calculated and the necessary adjustments proposed.
