Sumari:The research project “Analysis of the value-generating processes of the Loja Education District, 2018 period”, was developed in order to know what these processes are and how to make them more efficient and effective in order to provide better services to internal users and external; for which, texts of researchers who are dedicated to the study of Public Administration were used, such as those that are part of ECLAC; and, it deepened in the subjects that have direct relation with the processes in the Public Administration. In this paper, the methodology “The 5 stages of process analysis” by Laura Restrepo Vélez, 2017; which consisted of 1, define the work team; 2, realize the scope of the process by identifying its beginning, development and end; 3, the process is analyzed and invented as it is currently running; 4, opportunities for improvement, problems and their respective possible solutions are identified; 5, the way in which to make the processes more efficient and effective is determined. The research carried out is descriptive, analytical-synthetic, which allowed the identification of value-generating processes and a valid proposal to improve them, thus fulfilling the objectives set. The most important results that can be described in the investigation are directly related to the identification of value generating processes, since not all public 5 processes are value aggregators, value only those that are directly related to the mission of the institution. What has been attempted is to raise the theoretical proposal, such as the use of flowcharts and the collection of technical sheets to inventory each of these processes, determining the activities, the nature of the process, the person responsible, the times used, to measure efficiency and effectiveness. The proposal is based on the fact that a traffic light must be used to determine if the process is efficient and effective based on the percentages assigned to each of them.
