Summary:The purpose of this curricular integration work is to develop a process manual for the sub-process, human talent subsystems “merit and competitive examination” in the Human Resources Department of the Provincial Government of Loja, 2024, whose purpose was to develop a process manual based on the situational diagnosis of the directorate. Therefore, this research adopted a qualitative approach, which involved collecting information through semi-structured interviews and the application of an observation sheet, resulting in a comprehensive diagnosis regarding the criteria established in the PESTEL and AMOFHIT analysis matrices corresponding to the external and internal analysis respectively. In this way, it was possible to identify the norms that regulate the development of the sub-process, human talent subsystems, merit, and competitive examination, as well as to determine the activities that are developed, the roles and responsibilities of the key actors involved in each phase of the sub-process, under the provisions of the Technical Norm for Personnel Selection. With the diagnostic approach, it was possible to establish strategies through the TOWS matrix to solve the need to standardize the sub-process, since the management did not have this tool. Therefore, it became evident the importance of developing a process manual to enhance the transparency and effectiveness of the merit and competitive examination, whose purpose is to provide a trained staff that meets the job profile and contributes to the achievement of the institutional strategic objectives.
