Gaia:This research has a main proposal to design a Quality Management System Manual of Foreign Trade and Foreign Investment Observatory for the Otavalo University. It will be a useful tool in order to explain the procedures, requirements to implement OCEICE. Therefore, this investigation is made up of three chapters: theoretical framework, methodological framework and how the manual is developed. Chapter I is related to theoretical framework. It is the bases about relevant data regarding to the quality management system, the international standard ISO 9001: 2015 as well as its PHVA approaches (planning, doing, verifying, acting). Thus, it helps to establish the process and its structures in order to give a clear understanding about how the OCEIE works to the University of Otavalo, Furthermore, chapter two presents techniques and tools used for collecting data. information gathering. Chapter III, specifies the policy and requirements for QMS processes which help to determine the parameters and procedures of approaches that ISO 9001: 2015 standard takes as a reference to give compliance with operational processes through obligations and responsibilities as well as to guarantee an effective function of organizational control, finally, the conclusions and recommendations of OCEIE manual for the University of Otavalo are presented too.
