Summary:Within the present research work it has been discovered that corruption is a phenomenon that has invaded large spaces, our country worldwide occupies the ninth place of corrupt countries, seen from the moral field a decline of values is visualized, especially in countries Latin Americans, being underdeveloped countries, corruption has been installed in our state as a vocation, due to the ease of enrichment through acts of vandalism that, despite being sanctioned in our Comprehensive Criminal Organic Code, these acts continue to be committed by state officials to ordinary individuals, focusing on the Ecuadorian prison system, especially on the public policies applied in the Rehabilitation Centers, to obtain prison benefits such as reduced sentences, pre-releases, use of the electronic device (shackle) where corruption is present at the time to be beneficiaries of substitute elements of Sadly, these acts have led to a loss of credibility by a large part of the citizenry for justice officials, especially for those who run these centers, which in recent years in our country have been the scene of massacres between gangs due to disputes over power. As a result, the most atrocious deaths of guilty and innocent people who, due to the mere fact of serving a sentence, obtained a death sentence. It is incredible that people deprived of their liberty have access to weapons in better conditions than the Ecuadorian national police and army. It is also incredible how these prohibited items are entered, which is often entered by the same guides, police officers, officials at high costs that the inmates are willing to pay.
