This project is structured in an order that facilitates understanding of the work performed It contains four chapters which are detailed below : On the Net Foundation will develop a theoretical basis to help support the project proposal. In the Diagnosis SWOT, same that allows the foundation to develop the most suitable control system based on a Government policy is identified. Knowing the details of the investigation an analysis of the environment of the city of Otavalo developed further the proposal to be implemented for compliance by implementing procedures and methods applied . In this research work we consider all the impacts: economic impact , social impact , educational impact and overall impact . Finally , this project ends with conclusions , recommendations and essential information that may be needed for research to develop in future.
