The objective of this research was to analyze environmental governance in the mining concession for the beginning of the exploration phase in the Los Cedros Protected Forest located in the Cotacachi canton; based on a qualitative approach and the application of the descriptive method. For the collection of information, the interview technique was used, applied to actors in the case of Los Cedros Protected Forest, of which three were part of the process that filed the protection action and the other two were nature rights activists. The analysis of the results showed that there was no governance in the case of Bosque Protector Los Cedros, because ENAMI-EP did not carry out a prior consultation at the time of obtaining the environmental registration. It is recommended that the appropriate legal mechanisms be established by the public administration, so that the State can apply administrative acts under the environmental governance approach.
