El primer capítulo cuenta con un marco teórico en su contenido establecemos los principales conceptos sobre la comunicación organizacional y su importancia. En el segundo capítulo presentamos al lector la organización del Centro Local ECU-911 Esmeraldas, a la vez desarrollamos un diagnóstico para conocer la situación comunicacional del mismo, para la elaboración del diagnóstico utilizamos herramientas como la entrevista y la encuesta, concluimos con un análisis de la situación comunicacional del centro.
