Presupuesto participativo en Pallatanga, el el período 2007 - 2008

This paper aims to analyze how the incorporation of the mechanism of participatory budgeting in the municipal management of Pallatanga‟s Canton (between the period of 2007 and 2009), alters power relations and conditions of exclusionary distribution of the resources of that district, for which, a conceptual approach to terms that have been suffered crisis in its definition in the last 30 year, as the state, local development and participation, whereas these categories have played a key role in the implementation experiences of participatory budgeting, because it is the State under various levels of government, who by law promotes the implementation of this policy, deepening the processes of local development based on citizen participation in decision-making about how to decide all or part of budget, as in the case of this experience, from the intermediate level of government, i.e., the provincial government of Chimborazo, who did and does to the present operating across the province, it is indicated that public investment in this town responded to an administration that is inherited from the policies of neoliberal system, which in its essence is undemocratic.
