Análisis de las alternativas del proyecto binacional Puyango-Tumbes en el marco del convenio Ecuatoriano - Peruano para el aprovechamiento de las cuencas hidrográficas Puyango-Tumbes y Catamayo-Chira

The analysis of Puyango-Tumbes Project was based on the binational agreement signed by both countries, because the first alternative selected was rejected because it didn’t comply the criteria imposed by financial organizations. These organizations determined that the alternative was not economically viable without taking into consideration that it was not a conventional project and therefore it should have been evaluated differently. Noting that the sovereign right should be exercised by using the natural resources that cover Ecuadorian areas that could be tapped and it could represent a substantial contribution to the socioeconomic development of the country. Considering that the use of water resources in the Puyango-Tumbes and Catamayo- Chira basin arises from the desire of both governments to develop border areas, that´s why both governments developed an integration project multipurpose. The efforts were evidenced since 1971 when the Bilateral Agreement were signed. It seeks to determine from the point of view of international law which would be the right way to followed for the timely execution of the project that benefit to Ecuador and Peru, further mentioning that we speak of a resource that is becoming more scarce and as time passes it acquires greater value worldwide. Currently the project is suspended but as it is a project which has high development hopes should be analyzed again and then it should be executed because it is a connecting element, development and satisfaction of the basic needs of the two countries.
