This investigation is another contribution to the academic knowledge about the importance of the bicycle and the pedestrian as a real option for sustainable public transport. The first chapter presents the concepts with which research is aligned. In the second chapter, according to the information, which was possible to collect, we indicate the public policies, covenants and agreements on behalf of Non-Motorized Transport (NMT), generated in 2003. The third chapter is about various citizen groups that have been conformed in this period and have generated proposals, actions and advocacy in favor of this option of transportation in Quito. In the fourth chapter, we interpret the proposal about NMT that exists in the actuality, seen from municipality and the citizen groups. It also shows, thanks to all the contributions in interviews and proposals from citizens, basic guidelines that should be taken into account to continue building and strengthening channels of dialogue between citizens groups, so that these actions or initiatives together or separate, can articulate and strengthen a common goal and using tools such as communication and political participation it would be possible to build a strong voice, representing the needs and rights of non – motorized actors related with mobility and public space.
