Conflicto intercomunitario por el derecho al agua en la comunidad de Pulinguí del cantón Guano, Chimborazo (2011-2013)

In the present investigation an analysis of the conflict that has been developed as a result of unequal access to irrigation water was made. Conflict which have been involved users, members of the Communities of Pulinguí, Cunduana and Parish Licán header. For the development of this research, primary and secondary sources, which included techniques such as interview and workshop for the collection and analysis of information for determining the dimensions of the conflict around water were used. The irrigation water users organizations in conflict are mostly elderly, about 41.6% of the irrigators and their families report having greater age 65; their main source of income is agricultural activities, that in the case of Pre-Aguas Directory Community Directory Pulinguí and Cunduana Community waters, with 80.95% and 75%, respectively; in contrast to the members of the Board of waters Licán Parish who said their main source of income is employment in the public sector (45%). Intercommunity conflict over water rights that was analyzed is mainly caused by the failure of the law, as it relates to the practice of customary law that was in effect to be immersed organizations in the conflict historical water use irrigation that was not recognized.
