The objective of the case study was to analyze strategic planning, due to the fact that there are weaknesses in the planning processes, which conditions the fulfillment of their competences, cause the deterioration of the institutional image and causes disagreements in citizens because their requirements and needs are not met in a timely manner. The applied research methodology was descriptive and field type, in addition the inductive method was considered while the techniques were the interview and survey, supported by a questionnaire of questions, which were applied to the president and the human talent in charge of planning institutional and the citizens, in order to collect the necessary data to support this study. The results found were that the parish GAD has a weak strategic planning, which causes the lack of inputs, delays in processes and work stoppages, which affects the synergy of activities and conditions the fulfillment of the objectives. There are POA - PAC resolutions for the inclusion of projects not previously contemplated. |

There are POA - PAC resolutions for the inclusion of projects not previously contemplated.La presente investigación se realizó en el Gobierno Autónomo Descentralizado Parroquial de Pimocha el cual tiene como competencias ejecutar obras, programas, planes y proyectos sociales de interés público, entre otras acciones, que garanticen el sostenible crecimiento, desarrollo y bienestar de la comunidad. El objetivo del caso de estudio fue analizar la planificación estratégica, debido a que se presentan debilidades en los procesos de planeación, las cuales condicionan el cumplimiento de sus competencias, causan el deterioro de la imagen institucional y provocan inconformidades en los ciudadanos debido a que sus requerimientos y necesidades no son atendidos en tiempos oportunos. La metodología de investigación aplicada fue de tipo descriptiva y de campo, además se consideró el método inductivo mientras que las técnicas fueron la entrevista y encuestas, apoyadas por un cuestionario de preguntas, las cuales fueron aplicadas al presidente, al talento humano encargado de la planificación institucional y a la ciudadanía, con el propósito de recolectar los datos necesarios que sustenten este estudio. Los resultados encontrados fueron que el GAD parroquial tiene una deficiente planificación estratégica, que ocasiona la falta de insumos, retraso de procesos y paralización de obras, lo cual afecta a la sinergia de las actividades y condiciona el cumplimento de los objetivos.
