Durante el desarrollo se describen las problemáticas presentes en el GAD, tales como, como la escaza asignación presupuestaria directa a la institución este estudio de caso tiene como sub línea de investigación empresas e instituciones públicas y privadas y se usa el método descriptivo ya que nos permite observar la información y describir los problemas.
