Comunicación institucional estratégica del GAD de la Parroquia Ricaurte

This case study was developed in the Parish GAD of Ricaurte, Urdaneta canton, due to the fact that weaknesses are identified in terms of the institutional communication process, which impede the synergistic development of internal procedures related to public administration and relations with citizens. . The objective of the case is to analyze institutional communication and compliance with normative bases that govern public administration in terms of communication processes. The methodology used is descriptive in scope and the applied methods are deductive and inductive, which allowed the detailed analysis of the proposed variable while types of research were field and documentary, finally the techniques implemented are the survey and interview, aimed at human talent and the citizens of the locality. The results were that: organizational communication is conditioned by the inadequate organizational design, which does not define a dependency or job position to carry out communication activities, the LOTAIP regulation (Organic Law of Transparency and Access to Public Information) is breached due to that public management information is not published periodically in the transparency link, in addition, citizen requests have a response time of more than 15 minutes. Internal communication influences document management. In order for communication to improve, the GAD must apply the norms established in the LOTAI regarding the right to public information in an adequate manner and an efficient institutional management to disseminate information through different media.
