Ամփոփում:The present investigation was carried out to the secretariats of the Parish Autonomous Decentralized Government of the Puebloviejo Canton, a place that allowed us to know the real problems of the institution. So the organizational paradigm refers to an accessible regime where organizations or institutions are structured based on classic organizational models where there is order, command and control, all this overlapping the secretaries since they are ready to comply with the regulations that they have been given for the proper functioning of their activities. In the course of this research, the author's own thoughts have been exposed so that people who are interested in this topic, such as the organizational paradigm and the assertive behavior of secretaries, are interested and can find adequate information on the subject of their research in order to do so. That students and professionals meet their research objectives and therefore help to feed their knowledge.
