Sammanfattning:The administrative management of the Baba canton is governed by the provisions issued by the Code of Territorial Organization, Autonomy and Decentralization COOTAD, and with regard to the personnel that works under article 354, it indicates: The public servants of each decentralized autonomous government shall be governed by the general framework that establishes the law that regulates the public service and its own regulations. In the exercise of their administrative autonomy, autonomous governments decentralized by ordinances. They will be able to regulate the administration of human talent and establish career plans applied to their own particular local and financial realities. Regarding specifically to human talent, this is organized by categories according to the Organic Law of Public Service and its control is done by means of biometric equipment, this is the security mechanism that checks the entry and exit of the staff that works in the different areas of the Municipal Gad. In the municipality there are four biometric equipment, which are not providing an efficient service, despite being a control system for the staff that works, it looks for mechanisms so that they do not function efficiently. Among the problems detected by the use of Biometrics in the Gad of Baba, is that it only covers an integration scheme through replication between databases, there is no integration of information between the different biometrics that they exist in the institution, because their control software does not handle an API (Application Programming Interface) for Java. It requires a large amount of physical disk space, because the template it uses to capture the biometric pattern has a large number of bits. It also presents difficulties in the portability of the device, because the dimensions of the device hinder its transport (average dimension of 20 x 25 cm). In addition, it is difficult to integrate the software with the device, due to its complex handling of biometric patterns.
