Plan development of human talent to increase work performance of officials of the Unidad Nacional de Almacenamiento EP (UNA- EP) Planta Silos Ventanas EP (UNA-EP) is proposed.El presente investigación, estudia la administración por objetivos y la incidencia en el rendimiento laboral de los servidores públicos de la Unidad Nacional de Almacenamiento (UNA) en la ciudad de Ventanas, valorando los factores que afectan el desempeño laboral. Este estudio según las fuentes de información es de tipo cuantitativa, por medio de la investigación se cuantificó los datos sobre la atención en la Unidad Nacional de Almacenamiento (UNA) Ventanas a los usuarios (Agricultores) de la misma. Se aplicó una investigación no experimental, donde se utilizó la observación para encontrar situaciones ya existentes, y no provocadas por el investigador, es decir se observó la situación tal cual se presentaba. La entrevista y las encuestas sirvieron como técnica de investigación, habiéndose aplicado a usuarios internos y externos.
