The present research work, taking into account this problem, aims to ANALYZE THE INCIDENCE OF THE LOWIS ™ PROGRAM FOR THE PRODUCTION OPTIMIZATION OF THE MECHANICAL PUMPING SYSTEM WITH CONVENTIONAL ROCKER IN RAINWATER WELLS IN THE MITIGATION OF FLOODS IN THE CITY OF BABAHOYO. Taking into account that the municipal government authorities have implemented policies and measures to mitigate floods with the installation of six stations and water wells with mechanical upward pumping to the surface to evacuate rainwater to the river and the savannah. Documentary and descriptive research has been adopted; the qualitative methodology is used for data collection using the observation technique.
