Izvleček:The Autonomous Decentralized Parochial Rural Government of Pimocha, is an institution that handles part of the General Budget of the State destined for the benefit of the inhabitants of the Parish, this institution encourages the development of its locality to guarantee the execution of good living through regulations and policies public in the framework of their constitutional and legal powers according to the Organic Code of Territorial Organization, Autonomy and Decentralization. "COOTAD". In the Parochial Governments the Plan of Development and Territorial Ordering is governed to the programs, projects and policies, so that the fulfillment of the budget possesses concordance with the remuneration of the resources to each dependent institution of the government, they will have to preside over the exclusive competences of the Decentralized Autonomous Governments. It is worth mentioning that these institutions belonging to the public body will be in compliance by the regulatory bodies that are the Ministry of Finance and the General Comptroller of the State. The Parliamentary GADs must comply with competencies that allow for the adequate execution of the different works to be monitored, also providing quality services that improve the organization of citizenship. This institution should focus on promoting investments for economic development mainly in livestock sectors, agriculture, among others. The main objective of the case study is to analyze how the Autonomous Decentralized Parochial Rural Government of Pimocha performs budget planning and execution, based on the budget assigned by the Central Government for its correct application.
