The topic arises because it is necessary to know and keep track of everything that constitutes the budget since it becomes an important factor, it is a tool that helps the correct planning and control of resources. The research is contextualized under the subline of the Accounting and Auditing career: Financial Management and Social Commitment with the aim of analyzing whether the budgetary control of the Expenditures of the GAD Parroquial Rural of General Vernaza in the period 2021, with the help of the inductive-deductive methodology and the interview and observation technique. It is obtained as a result through the research topic that the budget was made in a 62,58% of the total.
