要約:To achieve organizational success, public and private institutions require the application of an administrative process that contemplates the correct execution of the planning, organization, direction and control phases, in order to meet the planned objectives, for this reason, it is It is necessary to apply internal analysis procedures that allow the establishment of feedback actions for the development of business activities. The objective of the investigation carried out in the Los Ríos Province Government is to identify the main organizational weaknesses through the application of the MEFI (Internal Factors Assessment Matrix) management tool and thus to know how institutional competencies are developed in the Administrative Department of the organization studied. The applied methodology is constituted by a qualitative approach due to the fact that a situational analysis of the public institution was carried out, while the type of research used is descriptive by virtue of the fact that the facts raised in the Administrative Directorate are narrated and described. The method used is inductive because it starts from particular facts to later establish general conclusions, information obtained through the use of the survey as a technique and the MEFFI matrix, which provided the following research results: the institution does not have an adequate hiring and selection of personnel, constant changes in institutional planning and weak communication process on the services offered by the Government.
