The problem detected in this entity is related to the deficiencies presented in the financial management at the time of distributing financial resources, thus affecting the budget execution percentages. The purpose of the case study is to improve budget planning as well as to guarantee citizens an adequate financial administration to ensure the efficient use of public resources. The general objective is to evaluate the budgetary process executed in the Autonomous Decentralized Rural Parochial Government of Guare. The qualitative information gathering technique is the interview, which was conducted with the president of the entity and the treasurer, who provided essential information for the study. The analysis and fulfillment of the specific objectives was made through the income and expense budget documents. It can be concluded that the existence of uncollected balances affects the public works item, with low execution percentages. The importance of applying financial indicators was mentioned in order to improve execution percentages. |
