Summary:As part of the strategies designed to combat the problems, Ecuador has implemented a new system called the Organic Law of the National Public Procurement System, whose main tool is the Ecuadorian Public Procurement Portal. The objective of this case study is to evaluate the first impacts and possible consequences from the implementation of the new public procurement system. It starts from the analysis prepared by the Ecuadorian Government with the support of the World Bank Institute in 1999. Said research indicates that public contracting is one of the areas of government action most likely to be declared void. In the same sense, the errors and adjustments made in the implementation of the contracting system are detailed, as well as the main results obtained from its application, such as the increase in the number of bidders, greater transparency in the contracting processes, savings for the Status and increased confidence of citizens. The main recommendations include the development of a monitoring and active intervention strategy that allows timely remedying the frequent errors in concepts typical of the implementation of a new system, in addition to constant training for citizens on the current legal regulations for the purchasing portal. public.
