Summary:Ecuador is currently in a state policy the health sector, with the aim of providing a quality service to citizens and warmth, so the development of this research study, where the guidelines are stable for mounting a laboratory clinical preventive degenerative diseases of high prevalence. In the document linked to theoretical feasibility studies presented, basic conceptualizations that guide research in the business field, akin to gain described title, structuring a strategic platform for the benefit of citizens of the enclosure El Mate, complementing the service health sub-center. The proposal stems from the need to create strategies that can reduce the impact of chronic degenerative diseases; through preventive checkups offered by the laboratory, available to the entire population. Applying the knowledge obtained during the specialization in health services management, strategic platform is designed for the laboratory, and the regulations under which the proposal would establish selected.
