Περίληψη:The present case study was carried out in the decentralized autonomous Government of the Puebloviejo Canton, with the topic Human talent management and its impact on the work performance of the secretaries, this is a government corporation that manages the canton autonomously. The municipal system is organized by the distance of powers of an executive nature that is represented by the mayor, and another of a legislative nature composed of the members of the cantonal council. With the direct and effective participation of the different social actors whthin a framework of environmental conservation, transparency, moral and institutional and individual ethics of their servers, an effect of reaching and fulfilling the constitutional mandate of good living. This work executed a human talent management model to improvide the processes, performance and conditions of the officials. With the proposal to provide institutions that appropiate and easy to use that allows human talent to be attractive. After having examined the surveys on the subject to the work team, it was posible to implement te reference framework which served a lot of help to obtain this work, through surveys of both the bosses, as well as administrative staff, Results obtained made us know the shortcomings of employees and thus be able to propose a managment model that feasible or functional for the institution, which alternative alternatives to solve the palpable problems in the management of human talent.
