he present case study is raised in the Province of Los Ríos, Cantón Babahoyo, Caracol Parish, due to the bad application of the ethical norms and bad institutional work of the Parish GAD. The Autonomous Parochial Autonomous Government Caracol has as mission to promote and protect the autonomy and unity of the parish governments, agglutinates and forges the citizen participation and promotes the integral and human development, point that has not fulfilled fully and that in turn generates discomfort and dissatisfaction to the entire Caracoleña community and its surrounding precincts
