The main problems that have been detected are related to the difficulties that employees present to adapt to the changes that arise in the work environment, mainly during the transition process in the change of authorities of this municipality which has caused the level of effectiveness and efficiency in the development of activities decrease considerably. The objective of the research work is to identify the factors that condition the effective adaptation to changes in the work environment, to achieve this a methodology has been used that integrates a type of descriptive research, deductive method and the use of techniques: interview and survey to obtain the necessary data to support the case study
