| Yhteenveto: | The present case study was developed in the District Department 12D01 Baba-Babahoyo-Montalvo (MIES). In this investigation the descriptive research methodology and the analytical method were used in order to perform an adequate analysis and interpretation of the information obtained in this institution. In the interview with the head of human talent, it was learned that the institution is made up of 346 public servants. In addition, the following problems were detected, such as the lack of a manual of functions, non-compliance in certain phases of the hiring process, demotivation of employees, lack of training plans, lack of knowledge of certain provisions of the LOSEP, limited opportunity for promotion and a High level of staff turnover |
