La primera, dada por ensayo y error en el abordaje de algunos aspectos relacionados con la organización y dirección de las instituciones prestadoras de servicios de salud bucal, dejando de lado, a veces por desconocimiento y otras por incapacidad para desempeñarlas, las funciones administrativas de planificación y control, fundamentales para un desarrollo organizacional integral y eficaz.
