SISTEMAS DE ALERTA TEMPRANA PARA NOTIFICACIÓN DE RIESGO DE INUNDACIONES PARA EL CANTÓN VINCES (SAT).

At a global level, floods occupy the first places among the factors with the highest degree of problems in the community society, affecting them in different parts of the world. These are usually produced in urban and rural areas through climatic seasons, such as the torrential rains this causes the rivers to overflow, reason why it turns them into a threat with greater potential taking to cause extremely serious damages in the streets, houses, agricultural zones, among others. Currently the technology worldwide has achieved a highly favorable change for society, such as the development of telecommunications systems and appropriate forms for access to information, on the other hand the types of technology can be wireless as well as wired , however, the means of communication by both radio and mobile are extremely important so they can interconnect with other technologies and form surveillance systems, alerts, among others, these can be used in different areas, leading to cover the needs using techniques and strategies in a manner applied to the problems that arise in daily life. However, people are affected by natural phenomena such as floods, not having a means of alert communication to serve as a warning against the likelihood of occurrence that generates such phenomenon. On the other hand, since there is no System that allows to give solutions to small problems about the management and control of the water level states of the river in which it is, there will be problems such as: lack of decision making urgent by the department of risk management, which benefits people before an event, the failure to properly use the technologies according to the problems existing in the GAD.
